Thesis Title: Developing IT-Enabled Capability for Strategic Infrastructure Asset Management


Current Thesis Abstract: Infrastructure asset owners are increasingly faced with higher expectations from infrastructure users in regard to the level of services such as safety, comfort, convenience, and security. This has forced asset owners to find new and better ways to manage their assets. The result is the emergence of the concept of infrastructure asset management in various industries such as building & construction, railways, highways, water, aerospace, manufacturing, oil & gas.

The business environment that infrastructure asset management operate in is characterised by convergence across computing, communications, and content industries. This convergence presents an opportunity for infrastructure asset owners to creatively and quickly combine IT and other business resources to enhance their asset performance. The increasing use of IT in infrastructure asset management has prompted the need to investigate the way IT is being managed.

This research proposes to investigate how IT can be exploited effectively to support the infrastructure asset management processes in order to enhance asset performance. It will adopt a resource-based view approach to understand how organisations can combine their resources effectively to develop the relevant capabilities that are enabled by IT to support their infrastructure asset management processes. Due to the limited research in this area, this research aims to produce a grounded theory that would enhance the current understanding of IT-enabled capability for infrastructure asset management. At a practical level, this research hopes to provide insights for practitioners concerning how they may decide what are the most appropriate and critical IT-enabled capabilities that can be developed for their organisation. A case study research strategy is proposed to be suited for this exploratory, developmental nature of this research.
